Please hang up my toupée, Miss Moneypenny!
This was kind of fun, putting hair on the villain. He kinda looks like a mix between Sean Connery and his arch nemisis SPECTRE in the early Bond films (not the bald one!). You'll likely notice the similarities between this guy's bump map and the thug's. That's because they're the same now, but we'll make sure the two are very distinct in the end. ;)Oh by the way, this is just to let you know, you have options. I thought either the villain or his goons should have hair. If not, hats or something, so they're not all bald.

Yeah, he does have the Sean Connery look about him, doesn't he?
I don't know anything about applying hair to models. How hard would it be to colour it grey or white. Maybe just around the temples. Or give him a streak of white ala Bride of Frankenstein.
Maybe really exaggerate the widows peak. Grand Moff tarkin from Star Wars might be a good example.

Funny, I thought of Moff Tarkin after too but I didn't know his name. I think a color map is easy enough to apply, so white or grey won't be a problem. I'll definitely try the widow's peak. Very villainesque!
